A blended BLC and Pragmatics 3D approach to contract review
A proactive assessment of expiring or renewing contracts was commissioned by the Home Office. As the HOLMES contract was set to expire in 2025 it was deemed appropriate for review and BlueLight Commercial were commissioned to undertake this work.
Project Background:
The Home Office Large Major Enquiry System (HOLMES) was introduced to UK police forces in 1985 to support the management and investigation of complex serious crime.
In 2000 HOLMES2 was implemented which provided improved functionality and later, interoperability between forces. HOLMES2 was rolled out in the UK by a single supplier, UNISYS and at present day all UK police forces use the system.


Delivering Objectives:
By promoting organisation, efficient resource utilisation, risk management, clear communication, and overall project control, P3D delivered on all objectives set out at the beginning of the project.
Providing innovative proposals for the future evolution of the system, laying the groundwork for potential advancements. As a result, a proof-of-concept methodology has been established.
